Matrix 2009 published by the Center for Systemic Peace is explained. The most recent index
(2015) is the one to use in your analysis (it is posted on Canvas). In the State Fragility Index
2015, the indicators or measurements are explained at the end of the report as they are
explained in your textbook.
The Fund for Peace published its 2017 Fragile States Index (posted on Canvas). The
methodology and measurements used are explained in its report.

Write an analysis that compares these two sources of quantitative data about state
fragility. In your analysis, consider the following questions:
1. How are the indicators or measurements different between the two indexes?
2. How are the indicators or measurements the same between the two indexes?
3. What are the consequences for any differences between the measurements in the
two indexes? Does this have the effect of different outcomes for the ranking of state
fragility?
4. Is one index superior to the other? If so, why? If not, why not?
