Different perspectives on laddering technique

A civil engineering project involves constructing a road through a crocodile-infected swamp. Experience to date shows that the crocodiles present a considerable hazard to human life and threaten the completion of the project within the time schedule. Failure to complete within the scheduled time period will incur penalties of the order of 1 million pounds per day. Suggest different perspective on the problem using the laddering technique. 

The laddering technique involve considering the problem at three levels i.e. at the top is the conceptual level, at the middle is the operational level and at the bottom we look a t specific things that revolve around quick fixes.

We can also try to consider the problem the construction company has by answering the following questions at the above three levels.

How to complete the project on time and protect the loss of any life (top level)

How to train the workers to avoid any danger (middle level)

How to deal with the crocodiles itself in case of a confrontation (low level)
