Explain strategic issues encountered in developing a strategic sourcing plan

Explain strategic issues encountered in developing a strategic sourcing plan.  Discuss which stage(s) these issues could become problematic in.

Strategic sourcing is an institutional procurement process that continuously improves and re-evaluates the purchasing activities of the company. This process has difficulties that can make it harder to develop these plans. Problems could occur at all stages. For example, developing the strategy can be difficult if past strategies haven’t worked, or if there are too many people who want their way. Also, when implementing contracts many issues can come up when deciding specifics. Difficulties can happen at all stages, however if the management is executing their job well they will avoid these.
