Is the evaluation and control process appropriate for a corporation that emphasizes creativity? Are control and creativity compatible?

Controls must be there, no matter what type of firm it is, Google is all about creativity but it has limits set for employees that how much are they creative, the staff is free but it is bound to deliver, it shares its ideas with rest of the panel and then they play with ideas in an open field. Thus creativity does not mean that the employee is not controlled for what he is providing as an idea or not. Ideas must be there, employees must be brining in work. Creative is not triggered by control but control may discipline a person to stay creative.
