Structured Observation of the Environment or STROBE is all about the environment in which organizations decide about how to move forward. It could be solving problems, devising new strategies for a product or reaching out to customers. When this techniques is used, the actual environment of the location in an organization is assessed in which the decisions are going to be made. It involves an assessment of the office location, the stationary, external and internal objects, lighting levels, what different people are wearing and so on.
Technology as important organizational factor in decision making. I think that the kinds of computers, displays, projectors, video conferencing technologies, are all STROBE factors.
