Explain why the argument that “anything that is legal is ethical” is insufficient

Explain why the argument that “anything that is legal is ethical” is insufficient.

The argument that anything that is legal is ethical is a great misunderstanding in my opinion. In simple terms I would say that was Holocaust ethical as it was legal in Nazi Germany? Off course it was one of the greatest unethical actions the world has ever witnesses. Laws may be made and manipulated by dictators or other rulers to serve their personal agenda and interests but on the other hand, ethics are ore like universal guidelines that stop us from doing wrong things.
